Board
of Church Location and Building (See Page 32) |

|
Eleven clergy and lay representatives from the district
are elected to serve on the Board of Church Location and
Building. The 2004 Book of Discipline (paragraphs 2519 and
2543) gives the board three basic functions:
1. To determine that church sites are adequately located
and appropriate in size for providing ministry to the community
2. To review and approve building plans designed for programs
of ministry.
3. To ensure that a sound financial plan has been developed
to fund the project. |

|
Forty-five lay and clergy members of the district serve
on the District Board of Stewards. The Board initiates and
supports various ministries and missions of the district,
such as the Lay Speaking School, the Laity Rally, and the
District Leadership Conference. Currently, several Board
members are working to discern a new organizational structure
for the district, in order that the district might be even
more effective in helping local churches make disciples for
Jesus Christ and work together in its mission outreach. Other
Board members are planning a large Mission Rally for the
September 2005, for the purpose of educating clergy and laity
about the missional needs of the church and opportunities
for volunteer and financial support. |

Committee
on Ordained Ministry (See Page 36) |

| |
|
The District Committee on Ordained Ministry, along with
the Conference Board of Ordained Ministry and the district
superintendent, is responsible for enlisting, training, and
preparing candidates for licensed and ordained ministry.
Members of the committee include a representative from the
BOM, the district superintendent, at least six other clergy
in the district, and at least three laypersons.
The district committee has primary responsibility for:
- interviewing
candidates for certification
- re-certifying candidates
on an annual basis
- licensing local pastors
- supervising local pastors

Committee
on Superintendency (See Page 37) |

| |
|
The District Committee on Superintendency is composed of
eleven members, including the district lay leader and two
persons appointed by the district superintendent. At least
three of the eleven persons are clergy members, while seven
are laypersons, all of whom are professing members of a local
church. The committee has the responsibility of supporting
the ministry of the district superintendent in the oversight
of the spiritual and temporal affairs of the local churches
of the district. This committee meets several times a year
to evaluate the district superintendent’s ministry,
to advise the district superintendent concerning conditions
in the district, and to give general counsel and support
to the district superintendent. |

District
Mission Society (See Page 34) |

|
| |
|
The District Mission Society meets at least two times a
year to consider grant requests from district churches for
their mission outreach. The funds needed to meet grant requests
come from the local churches themselves through a district
apportionment.
District Mission Society Grants do not normally exceed
10% of the total cost of the project with a limit of $8000
per project per year up to three years. Exceptions may
be made to support new congregations, fund new outreach
projects or assist in special circumstances.
Remissioning Grants are granted for projects that go beyond
the maintenance of existing buildings and programs and
are used to enable local churches to begin new and creative
ministries that will touch more people in more ways in
the name of Jesus Christ.

District
Trustees (See Page 38) |

|
The District Board of Trustees supervises and maintains
all property belonging to the district so that the ministries
of the district can be effective. District property held
in trust by the Board of Trustees may be mortgaged or sold
only by authority of the district conference or annual conference.
There are nine members of the Board of Trustees, each of
whom is elected for a term of one year and serves until a
successor is elected. |

Finance
Committee (See Page 33) |

|
| |
|
The nine members of the district finance committee have
the responsibility of setting the yearly budget and overseeing
expenditures. The District Expense Fund has a budget of $136,000.00
for 2005 and includes such expenses as personnel support,
telephone and internet services, office rent and utilities,
office supplies, and equipment maintenance and repairs, as
well as financial support for district programs for both
clergy and laity. The finance committee also gives financial
oversight to the District Mission Society, the Salisbury
District Hispanic Ministry, and the Unemployment Response
Ministry. |

Lay Speaking Ministries |
| |
|
|
| |
|
Basic or advanced training courses for lay speaking are
held in the Salisbury district each year. The Salisbury district
currently has over forty certified lay speakers, who have
completed both basic and at least one advanced training course.
These certified lay speakers serve the local church in the
witness of the spoken word, vital leadership service, and
care-giving ministries and often provide leadership in the
district and conference as well. |

Nominating
Committee (See Page 35) |

| |
|
The district superintendent chairs the district nominating
committee, which is made up of lay and clergy members of
the district, including the district lay leader and the presidents
of the district United Methodist Women and United Methodist
Men. The committee meets each year to nominate delegates
for annual conference and officers and committee members
for the district. The nominations are approved by the District
Board of Stewards. |
